One of four Directorates in the Branch, Governance, Portfolio and Business Operations provides strategic, governance and business support services that enable OCIO to deliver on its priorities and outcomes. The directorate brings together specialist functions including strategic advice, program and portfolio governance oversight and reporting, procurement, communications, engagement and change management, as well as business operations including administration, finance, and workforce operations support. By providing centralised leadership, oversight and support functions, the directorate helps drive organisational alignment, accountability and effective service delivery, and helps ensure OCIO is well-positioned to deliver effective services and value across government.


Role Overview

The Senior Manager, Commercial, Procurement and Contract Administration is OCIO's lead commercial advisor, driving strategic procurement and contracting outcomes across complex ICT, digital and cyber security initiatives. Leading a specialist team, the role is responsible for delivering strategic commercial outcomes that maximise value, manage risk and support OCIO’s priorities and major government initiatives.

The position provides senior leadership across procurement, contract administration and commercial strategy, working closely with government agencies, industry partners and key stakeholders to deliver best-practice sourcing and contract management outcomes. Through strong stakeholder engagement and commercial expertise, the role supports the successful delivery of large-scale digital and technology initiatives while ensuring robust governance, compliance and value-for-money results.


Key Responsibilities
  • Lead and develop a high-performing team delivering commercial, procurement and contract administration services across complex ICT, digital and cyber security initiatives.
  • Manage complex end-to-end procurement activities, including sourcing, tender evaluations, contract negotiations and agreement execution.
  • Provide expert commercial and procurement advice to senior stakeholders, supporting strategic decision-making and value-for-money outcomes.
  • Develop and maintain procurement frameworks, contract management practices and governance controls that align with government policies and standards.
  • Monitor commercial and procurement activities, ensuring accurate reporting, compliance, effective risk management and the timely resolution of complex enquiries.
  • Build and maintain strong relationships with government agencies, industry partners and suppliers to support collaboration and successful program delivery.
  • Foster a culture of service excellence, professionalism and continuous improvement.
  • Shape the commercial strategy underpinning major government digital, ICT and cyber security initiatives.

Essential Experience
  • Australian Citizenship is required and the ability to obtain and maintain a National Security Clearance.
  • Significant experience negotiating complex commercial contracts and agreements.
  • Demonstrated experience developing sourcing strategies, conducting market analysis and implementing contract management frameworks.
  • Strong commercial acumen gained within government or other large, complex organisations.
  • Proven ability to analyse complex issues, develop practical solutions and negotiate successful outcomes.
  • Demonstrated leadership experience, with the ability to motivate, develop and lead high-performing teams.
  • Excellent stakeholder engagement skills, with the ability to build effective relationships across all levels of an organisation and with external partners.
  • Experience preparing complex reports, policies, business cases and strategic documentation involving sensitive or high-profile matters.
  • Proven ability to develop and maintain productive partnerships across government, industry and other stakeholder groups.
