Harrison McMillan is seeking a Senior Procurement Officer (APS6) to work with a Federal Government Department.

Role

The Procurement team manages all procurement activities including high value, high risk procurement for the Department. The team also provide advice and support on procurement processes being managed by other business areas of the Department.

The position requires a person with an understanding of procurement and contract management, including the Commonwealth Procurement Rules, and the ability to provide excellent customer service or the ability to acquire these skills.

Success
  • Work under limited direction, and in accordance with relevant legislation, policies and standard process, to undertake a range of procurement activities from strategic supply planning through to closure

  • Have a strong understanding of procurement and contract management, including the Commonwealth Procurement Rules, and the ability to provide excellent customer service and contribute to the long-term planning of the section

  • Provide advice and support on complex procurement processes being managed by other business areas of the Department

  • Possess leadership, communication and project management skills and the ability to conduct research and analysis to effectively manage the quality and timely delivery of procurement components

  • Ensure appropriate record keeping practices are in line with Commonwealth legislation, policies and procedures

  • Assist the team and business areas to develop, conduct and report on probity and quality assurance requirements

  • Support the creation, review and update of risk assessments and related documentation for general procurement

  • Provide guidance to business areas on appropriate supply mechanisms for general procurement, including defining outcomes, specifications, market research, spending approvals and timeframes

  • Assist the team and business areas to develop tender management plans and other procurement documentation

  • Develop and maintain working relationships with a range of stakeholders and have the ability to provide general advice, interpretation and information on procurement matters

  • Ability to provide assistance in the tender evaluation processes

  • Contribute to contract negotiations and the successful transition to contract management

Essential
  • Previous experience in procurement, contract management or other similar administrative roles with transferrable skills is highly regarded

  • Certificate IV Procurement and Contract Management also highly regarded
