Lead Delivery Manager

Harrison McMillan is seeking an experienced  Lead Delivery Manager  to join a major Federal Government agency. Working within the Infrastructure & Operational Support Branch, this pivotal role will oversee the delivery of Managed ICT services, acting as the primary conduit between external providers and internal technical teams.

The Opportunity

This is a high-level leadership role requiring an experienced professional to manage complex ICT service delivery, contractual obligations, and stakeholder relationships. You will be instrumental in the transition of new services, the management of SLAs, and the strategic planning of critical infrastructure projects, such as the upcoming Approach to Market for Windows 11 MOE and application packaging support.

You will work within a section responsible for the end-user desktop environment, including SOE, Active Directory, Exchange, and Microsoft endpoint management.

Key Responsibilities

  • Service Management:  Oversee the successful delivery of Managed ICT services, ensuring alignment with contractual SLAs and KPIs.

  • Contract Lifecycle:  Lead the review and renewal of managed service contracts.

  • Procurement & Planning:  Identify technical risks and develop Statements of Requirements for complex Approaches to Market (ATM).

  • Transition Management:  Lead the transition of new services or providers, ensuring service readiness and clear stakeholder expectations.

  • Stakeholder Engagement:  Act as the primary liaison between vendors and internal teams; build and maintain strong relationships at both operational and executive levels.

  • Continuous Improvement:  Facilitate service reviews, manage expectations, and maintain up-to-date documentation and escalation procedures.

  • Governance:  Facilitate meetings, manage risks and issues, track action items, and ensure senior stakeholders remain informed and engaged.

Essential Experience & Skills

  • Delivery Expertise:  Extensive experience managing technical projects and ICT service delivery.

  • Government Procurement:  Demonstrated experience with the Approach to Market and tender processes within the Australian Public Service.

  • Communication:  Exceptional verbal and written communication skills with the ability to translate complex technical concepts for non-technical stakeholders.

  • Relationship Management:  Proven ability to build strong, collaborative relationships across internal teams, customers, and external vendors.

  • Technical Proficiency:  Strong understanding of IT Service Management (ITSM) principles (Incident, Problem, Change, and Request Management).

  • Strategic Capability:  Alignment with SFIA Level 6 (Technology Service Management - ITMG).

  • Collaboration:  Demonstrated ability to work effectively both independently and within high-paced, collaborative team environments.

Desirable Skills

  • 5+ years of experience in delivery management or service delivery.

  • Strong understanding of Agile methodologies and project management tools.

Security Clearance

Applicants must hold an active  Negative Vetting Level 2 (NV2)  security clearance.

Contract Details

  • Location:  Canberra, ACT (Full-time onsite, 5 days per week)

  • Classification:  EL2 Equivalent

  • Initial Contract:  12 months

  • Extension Options:  2 x 12-month extensions

  • Estimated Start Date:  August 2026

  • Hours:  Up to 40 hours per week
