Terms and Conditions: Security Clearance as a Service

1. Program Overview

Harrison McMillan, with its Defence Industry Security Program (DISP) certified provider, provides sponsorship and administrative services for individuals seeking Australian Government Security Vetting Agency (AGSVA) clearances. This "Security Clearance as a Service" model allows candidates to obtain and maintain a clearance through Para Bellum Group.


 2. Fee Structure

All fees consist of the AGSVA vetting cost plus the Harrison McMillan partner administration and sponsorship fee. To maintain sponsorship, an annual sponsorship and assessment fee is payable. 

 

Security Clearance – New Clearance Applications

Total Fee payable includes standard AGSVA Fees, GST, and 12 months sponsorship (The 12-month period begins on the date of the invoice, not the date the clearance is granted). 

*An Annual Sponsorship and Assessment Fee will be due 12 months year-on-year from the date. This fee applies to monitor and assess your clearance status and maintain sponsorship


Baseline (BL)

$3,200 (Inc. GST) non-refundable

NV1

$3,800 (Inc. GST)  non-refundable

NV2

$5,100 (Inc. GST) non-refundable


Upgrade Applications - Existing Security Clearance 

Total Fee payable includes standard AGSVA Fees, GST, and 12 months sponsorship (The 12-month period begins on the date of the invoice, not the date the clearance is granted).

BL to NV1

$3,700 (Inc. GST) non-refundable

NV1 to NV2

$5,000 (Inc. GST) non-refundable


Revalidation - Existing Security Clearance 

Total Fee payable includes standard AGSVA Fees, GST, and 12 months sponsorship (The 12-month period begins on the date of the invoice, not the date the clearance is granted).

Baseline - Existing Clearance Revalidation

Reactivation - Existing Security Clearance

Baseline, NV1 and NV2 - Existing Clearance Reactivation

$1,650 (Inc. GST) non-refundable


Annual Sponsorship Fee – All Clearances*

An annual fee applies to monitor and assess your clearance status and maintain sponsorship.

$550 (Inc. GST) non-refundable


3. Eligibility & Suitability

3.1 Eligibility

In order to be eligible for an Australian Government security clearance, an individual must:

  • be an Australian citizen
  • have a checkable background.

3.2 Suitability

An individual must also be suitable to hold a security clearance. This is determined by conducting checks as prescribed by the Protective Security Policy Framework (PSPF). An assessment of the clearance applicant's overall integrity is made using the following character traits:

  • honesty
  • trustworthiness
  • maturity
  • tolerance
  • resilience
  • loyalty

3.3 National Police Check (NPC)

The Sub-Contractor must undergo a mandatory NPC conducted by Veritas Check to determine suitability under AS 4811:2022 standards. 

In the T/C's we can say we are partnering with a Police check provider to conduct a National Police Check on our behalf. No additional cost, this is included in the fee they pay us.


4. Reimbursement Model

Logi-Tech offers a pathway to recover costs through our Reimbursement Model:

  • Eligibility: You must complete a minimum of 60 days on a job contract with a Para Bellum Group client within two years.
  • Fee Waiver: For candidates actively on a job contract with us, the $1,650.00 (incGST) Annual Sponsorship and Assessment fee is waived.

Logi-Tech will reimburse the cost of the Security Clearance application fee only after the candidate has completed a minimum of sixty (60) consecutive days engaged on a paid contract placement with a Para Bellum Group client, and provided this occurs within two (2) years of the original clearance application date.

Reimbursement will not be made prior to the completion of the minimum engagement period and is strictly conditional upon successful placement and continued satisfactory performance.

Annual assessment fees will be waived only while the candidate remains actively engaged on a current contract placement facilitated by us.

All roles are subject to availability, employment screening, client approval, security suitability requirements, and operational needs. Placement is not guaranteed, and Logi-Tech makes no representation or warranty that a contract opportunity will be secured.


5. Obligations & Compliance

As a sponsored individual, you must adhere to all obligations under Harrison McMillan's partner's DISP certification:

  • Reporting: You are required to declare overseas travel and participate in mandatory travel briefings; you are required to Notify Changes in your Circumstances. 
  • Reporting notifiable information: Clearance holders must be monitored for significant behavioural changes.  
  • Behavioural changes that must be notified to the Australian Government Security Vetting Agency include:
  • disciplinary actions
  • security incidents.
  • Security Incidents: If Harrison McMillan's partner must manage a security incident or breach on your behalf, a $2,999.00 (inc GST) fee is payable immediately.
  • Notification: Failure to pay incident fees will result in the immediate cessation of your sponsorship.
  • Information Accuracy: You must provide truthful and accurate information; any denial by AGSVA due to misinformation is subject to the non-refund policy.

6. Payment via Zip

Zip Payment Disclosure Statement

Harrison McMillan's partner offers Zip as a payment option for customer convenience.

By selecting Zip as your payment method, you acknowledge and agree that:

  • Your payment agreement is directly with Zip Co Limited, not Harrison McMillan Pty Ltd or its partner.
  • Approval, repayment terms, fees, interest (if applicable), and account management are governed by Zip's terms and conditions.
  • You are responsible for ensuring you understand Zip's repayment schedule, fees, and any applicable charges before proceeding.
  • Harrison McMillan Pty Ltd or its partner is not responsible for any late fees, account fees, interest charges, declined transactions, or disputes relating to your Zip account.
  • Any refunds issued by Logi-Tech Pty Ltd will be processed back to your Zip account and are subject to Zip's refund handling processes and timelines.

7. Payment via Debit/Credit Card

Debit/Credit Card Surcharge Disclosure

Our partner applies a surcharge to payments made by credit card. This surcharge is applied to recover the cost of merchant service fees charged to us by its payment provider.

The surcharge:

  • Applies only to credit card transactions
  • Does not exceed our cost of acceptance
  • Is compliant with Australian consumer law and RBA surcharge standards

Surcharge rates may vary depending on card type (e.g., Visa, Mastercard, AMEX).

Up to 1.8% + 0.30 AUD for domestic cards, GST inclusive cost per transaction

Up to 3.5% + 0.30 AUD for international cards, GST inclusive cost per transaction.

Additional 2.2% fee inclusive of GST applies if currency conversion is required.

(You can opt to pay your invoice via Bank Transfer)


8. Cancellations and Refunds

  • Non-Refundable: All fees are non-refundable, regardless of whether an application is denied by AGSVA or cancelled by the applicant.
  • Cancellation Fees: Absorbed in the non-refundable Security Clearance Application fee
  • We accept no responsibility or liability for the outcome of any application, delays in processing, requests for further information, or decisions made by AGSVA, as these matters are solely within the control of the assessing authority.

9. Privacy and Data Handling

All personal information and documentation provided for the purpose of security vetting are handled in strict confidence. Harrison McMillan's parnter manages this data in compliance with DISP standards and the Protective Security Policy Framework (PSPF) to ensure the integrity of your security file.
